Everything DC flushes ends up in one place
Blue Plains is the largest advanced wastewater treatment plant in the world. It is also the reason a rainstorm can put sewage in the Anacostia — because there is a limit to how fast it can accept flow.
What it actually does
Blue Plains sits on 150 acres at the southern tip of the District, on the Potomac. It serves around two million people across DC, Montgomery and Prince George's counties in Maryland, and Fairfax and Loudoun counties in Virginia — so most of what it treats does not come from DC at all.
"Advanced" treatment means it goes beyond removing solids and organic matter to strip nitrogen and phosphorus as well. That matters because those nutrients drive algae blooms and dead zones in the Chesapeake Bay, and Blue Plains is one of the single largest point sources feeding into it.
Its role in sewer overflows
Blue Plains is the reason combined sewer overflows happen at all. In dry weather every drop of DC's combined sewage reaches the plant. In a storm, the flow arriving can exceed what the plant and the pipes leading to it can accept — and the excess is discharged to the rivers instead.
That is why the Clean Rivers tunnels are storage rather than treatment. They hold the storm flow underground and release it to Blue Plains afterwards, at a rate the plant can handle.

Resource recovery
Blue Plains does not simply dispose of waste. Its thermal hydrolysis system — the largest in the world when it opened in 2015 — pressure-cooks sludge before digestion. That produces methane the plant burns for electricity, generating a meaningful share of its own power, and leaves a Class A biosolid sold as the soil product Bloom.
Flood risk
The plant sits at the water's edge, which makes it vulnerable to exactly the storms that increase its workload. DC Water has been building a floodwall to protect it — a failure at Blue Plains would be considerably worse than any combined sewer overflow.
